This report has been prepared on the structure, administration, people's representatives, officials and services available of Kuravilangad Grama Panchayat in the light of the Citizen Charter.

1. Objective and Importance of the Citizen Charter

Objective: The main objective of this document is to clearly understand the rights and duties of citizens, thereby ensuring an efficient and people-friendly civil service.

Transparency: This document clarifies what services a citizen is entitled to in the Panchayat administration and what is the time limit for obtaining them.

Recognitions: Kuravilangad was selected as the best Grama Panchayat in Kottayam district in the year 2019-20. In addition, the Panchayat is working to obtain the international quality certificate ISO-9001:2015 through excellent office arrangements and fast services.

2. Kuravilangad Panchayat at a Glance (Geographical & Demographic Profile)

Administrative Information: This panchayat is located in Meenachil taluk of Kottayam district and comes under Uzhavoor block panchayat. It is a part of Kaduthuruthy assembly constituency.

Boundaries: Njeezhoor, Marangattupally on the north; Kanakari on the south; Marangattupally, Kadaplamatam on the east; Kaduthuruthy, Manjoor grama panchayats on the west.

Area: 17.57 sq km.

Population: As per the 2011 census, the total population is 18,242 (females: 9274, males: 8968). The total number of families is 3918.

Literacy: The total literacy rate in the panchayat is 90%.

Wards: There are a total of 14 wards in the panchayat.

3. Governance & Administration

5. Important Laws and Public Services

Right to Services Act 2012: Provides for the right to provide services to the public from government offices without delay. It provides for the collection of fines from officials who do not provide services within the specified time.

Essential Duties of Panchayat: As per the Kerala Panchayat Raj Amendment Act, 1999 (Section 166(1)), it is the mandatory duties of the Panchayat to control building construction, protect public places from encroachment and protect traditional drinking water sources.

Time frame of services (examples):

Birth/Death Registration: Will be registered and provided free of cost if applied for within 21 days in the prescribed report form.

Building Permit/Occupancy Certificate: Will be available within 15 days if applied for along with necessary documents and plan.

Copies of documents: Will be available within 5 days if applied for by paying the prescribed fee.

Farmers Welfare Pension: Farmers who have attained the age of 60 years and have 10 cents of agricultural land can apply through the Agriculture Officer.
