Kuravilangad Grama Panchayat - Civil Rights Report (2026) Introduction and Message Becoming aware of civil rights is part of the empowerment of every individual. Kuravilangad Grama Panchayat has prepared this civil rights report with the aim of transparent, efficient and people-friendly civil service. Kuravilangad was selected as the best grama panchayat in Kottayam district in the year 2019-20. In addition, the panchayat ensures improved services and activities by setting up offices in an innovative manner and obtaining the internationally recognized ISO-9001-2015 certification. Kuravilangad Grama Panchayat at a glance Geographical information: This panchayat is located in Meenachil taluk of Kottayam district. It falls under Kaduthuruthy Assembly constituency and Kottayam Parliament constituency. The headquarters of this panchayat under Uzhavoor Block Panchayat is Kuravilangad itself. Boundaries: Njeezhoor, Marangattupally in the north; Kanakari in the south; Marangattupally, Kadaplamatam in the east; Kaduthuruthy, Manjoor grama panchayats in the west. Area: 17.57 sq km. Population (2011 census): Total 18,242 people (females: 9274, males: 8968). According to the 2012 caste census, the total population is 18,931. Literacy: 90%. The Grama Sabha, which is a fundamental element of democracy, has extensive powers such as formulating development plans, finalizing the list of eligible beneficiaries in order of priority, and verifying the eligibility of social welfare pensions.Main services available to the public and time limits1. Certificates issued by the Gram Panchayat President, such as character certificate, certificate for inclusion in ration card, unemployment certificate, life certificate, etc., will be available free of cost on the same day if submitted along with the application on white paper and the ward member's introductory note. 2. Building Construction and Allied Services (Secretary) Building Construction Permit: Apply online through Sanketham software. Deadline 30 days. Application fee is Rs. 20 for houses. Building Ownership Certificate / Occupancy Certificate: If there are no tax arrears, it will be available within 1 to 2 days. Numbering of new building: Apply within 15 days of completion of construction, and the process will be completed within 30 days. 3. Birth and Death Registration (Secretary) Registration within 21 days of the event is free of cost (deadline: same day or 3 days). From 21 days to 30 days, registration can be done with a fine of Rs. 2, and from 30 days to 1 year, with a fine of Rs. 5 with the permission of the Deputy Director. After 1 year, the fee is Rs. 10 with the permission of the RDO. 4. Marriage Registration General Marriage Registration (2008): Apply online. Registration should be done within 45 days of the marriage. Fee: Registration Rs. 100, Certificate Rs. 20. Time limit: 4 days. Hindu Marriage Registration: Fee should be submitted along with stamped application form 1. Time limit: On the same day or 5 days. 5. Social Security Pensions Old Age Pension, Widow Pension, Disability Pension, Pension for Unmarried Women Above 50 Years of Age, and Agricultural Labourer Pension should be applied for in the prescribed form. Criteria: Annual family income should not exceed Rs. 1,00,000 (Rs. 20,000 for the disabled). Should not own a house more than 2000 sq. ft., land more than 2 acres, or own vehicles with a capacity of more than 1000 cc (except taxis). Time limit: 30 days (no fee). Special laws and grievance redressal mechanisms Right to Information Act 2005: If a request is made with a fee of Rs. 10, general information should be provided within 30 days, and within 48 hours if it affects the life or liberty of the person. In Kuravilangad Panchayat, the Secretary is the Public Information Officer and the Head Clerk is the Assistant Public Information Officer. The appellate authority is the Deputy Director of Kottayam Panchayat. Right to Services Act 2012: Government services are made a right of the people. If the service is not received within the specified time, an appeal can be made to the Assistant Director of Panchayat, Kottayam.
